- there is a gap in the minutes where no one recorded the discussion 
about the way that tooling and guidelines interact based on Chris's 
question. It would be great if someone could help me fill that in.

*Alert: US and Canada change to Daylight Saving Time before the next 
meeting (20 March). Europe changes to summer time at the end of March. 
This meeting will stay at1400 UTC
