Revised Web Speech Working Charter

Hello,

Attached is a revised charter for the Web Speech Working Group.  The main contentful changes from the last version [1] are more focused text in the Mission, Scope, and Deliverable sections.  I am optimistic this WG will become the migration path for this community.  Please let me and others know if you or your organization are interested in joining this effort.

In regards to W3C process, the previously proposed charter [1] had already been circulated for informal review, and feedback was positive.  The attached charter will be formally submitted for W3M review next Wednesday.  If you have any comments, please send them to me before the morning of Tuesday December 3rd.
