SEP-0004 draft (IRI for the default graph)

Hi all,

just a heads up that there's a draft PR up for a new SEP (SEP004):

- associated issued: https://github.com/w3c/sparql-12/issues/43

If possible, please use the issue (not the PR) to further discuss the
direction of the proposal, so that we keep all comments and views in a
single place.
