Webmention CR Exit Criteria

Hey everyone,

I just wrote up CR Exit Criteria for Webmention and published it in the
latest editor's draft. I would appreciate a review to make sure I'm not
forgetting anything, and to get some more eyes on whether this is a
reasonable bar to set.
