The reason for this is the "COOL URIs done change" ie that URLs that are parts of standards are designed to be long lived. The strength of the web is the wide audience and adoption, the weakness is that URLs work best when stable. This is why vocabularies should not change frequently, but software should. The problem with this issue is that the web is so big it's almost impossible to survey all the uses of something. It's also unclear who would make this survey, how, and how long it would take. I am unclear how it would be possible to close this issue, without doing a lot of work that ends up either incomplete or subjective in the right timeline.
