Simplify audience targeting

Remove the "to" and "bto" properties. Use "cc" and "bcc" only for audience targeting. This gets rid of the notion of "primary" and "secondary" audiences and simplifies the idea of audience targeting in general. Also moves "cc" and "bcc" to the Object instead of just Activity.
