OK, so I believe I've completed my ACTION-251.

Specifically, I forked the specification, various ancillary files, and 
updated the build script to make sure the new version gets built.

Still to be done:
  * Update the "Status Of The Document" (SOTD).
  * Run Pubrules checker and see what it tells us to fix
  * Other publication checks

http://www.w3.org/Guide/#systems has a list of W3C tools we can run.
