Protocol-2024 doesn't include RFC 2119 language.  Instead, it is
followed by a table which states the normative requirements of the
assertion.

If nothing else, as presented, this is somewhat difficult to write a
test-case for, as there are three different cases depending on whether
the property should be excluded, or must be excluded.

Justification:
--------------
It would be beneficial to have the normative statements encompass the
relevant text.
