action-210 namespace document review

I did my best to organize these comments: a list of number/comment pairs, 
and then the comment numbers that apply to each file I looked at.  I also 
looked at the meeting minutes to see if we had already decided on how to 
handle these.  In the interests of using Henry's time wisely, I think the 
working group will need to weigh in on a few of them (e.g. C1, C2, 
generically "style") generally, and then as a second criteria it will need 
to decide how far back in time to apply them.  I seem to remember for 
instance that we said we would not update those before 2008/09 (or before 
the undated CR level?) for C1 and C2, but I cannot find such a statement 
in any minutes.  Others of a "broken link" nature we can use the same 
approach for, but I suspect I know where the consensus will land on those. 
 If members care to provide general rules along those lines in advance of 
the next telecon, we should be able to move things along faster.

C1 = Title of the form "... 1.1 Namespaces" (plural) should be singular 
[1] [2]
C2 = 2nd paragraph of the form "This document describes the ... 1.1 
namespaces." (plural) should be singular [1] [2]
C3 = 2nd paragraph of the form "This document describes the ... 1.1 
namespaces." -- "the" looks strange, even after changing the plural to 
singular, since the spec defines more than one (but the document describes 
only one) ... perhaps "a" instead?
C4 = "It also contains a directory of links to these related resources, 
using Resource Directory Description Language." -- drop 'these'?
C5 = "The namespace identified by the URI ... is defined in the ..., 
Version 1.1. " -- add 'specification' before the full stop?
C6 = "The schema document at ... will not change but will be retained 
without modificaiton, ..." -- drop 'will not change but' as redundant?
C7 = (total nit) "The schema document at ...  will not change ..." -- 
extra space after NSURI
C8 = (typo) "...  will be retained without modificaiton, ..." -- iton -> 
tion
C9 = links to dated URI instead of TR space (and throws a 404)
C10 = links to SML instead of SMLIF
C11 = links to http://www.w3.org/2008/12/sml-schema.xsd (error 404)
C12 = "This is a URI defined in..." followed by "N.B. the URI (...), is 
NOT a namespace specified by ..." -- not sure if we should nuke the doc, 
or re-phrase the content.  fwiw, when I tried to rephrase sensibly I 
quickly got tied up in knots because of the URI date-specificity (i.e. it 
is NOT true that any draft -ever- used this URI).  That leads me to think 
we should nuke it, instead of defining which URIs we do NOT use ... an 
infinite set, of course).  Note that the 2007/08 sml-err ns document DOES 
say that it was not used after that point.  In my mind that should be 
sufficient.  We might also have the "placeholders" redirect to 
http://www.w3.org/ns/sml-err which does a pretty good job of explaining 
things IMO.
C13 = "Interchange Format" but this is defined in SML, not SML-IF (several 
places)
C14 = change 2008/09 to 2008/03
C15 = link to dated schema document throws 403 (insufficient access privs)
C16 = inconsistent use of comma before "version 1.1" in title... e.g. SML 
has the comma, other 2 do not
C17 = "normative definition" link is getting redirected to 
http://www.w3.org/TR/2008/WD-sml-20081125/ which throws 404
C18 = undated schema link redirects to 
http://www.w3.org/2008/25/sml-if-schema.xsd which throws 404 (and the 
2008/25 value just looks wrong)
