any document in the model, i.e. not just instance documents, but we are not
actually specifying this clearly.

Perhaps:
Although this specification does not mandate the use of variable substitution
in Schematron messages, it suggests the use of xsl:variable when variable
substitution is desired.

The text of the titles in both 6. and 6.1 is capitalized inconsistently with
the rest of the document.  

I also note that 6.1 variable substitution is a sub-section of 6. localization,
although its use is orthogonal at least in the context of Schematron messages,
the only place both are allowed.  If they are orthogonal, they should be at the
same numbering level.
