[w3c sml] Proposal for Issue 5306: Additional Header Information

All,

 

At the last teleconference I committed to producing a proposal on the
additional header elements that we have been discussing.  Attached is
that proposal.  I have classified this header information under the
heading of "interoperability indicators".  The "theory" is that this
information will indicate factors affecting of the degree of
interoperability a consumer by expect to achieve from an SML-IF
document.

issue.)
