David, the links you provided target the editors' drafts. Those are always the most current things in CVS. I'm not sure if the act of an editor checking in changes causes them to be built automagically, but I suspect so. In 15+ months I've never encountered the situation where an editor had checked in changes and they were MIA from the editors' drafts... in fact we rather depend on those drafts being up to the instant during some wg calls. The only downside (or, if you prefer, the price that you pay) of that bleeding-edge currency is that sometimes you get paper cuts... i.e. an editors' draft has no normative standing, and any change made to it might be backed out or revised prior to the next published draft.
