[Bug 5048] Where should sml:acyclic be specified?

There are places in the spec that indicates "sml:acyclic" are specified on
element declaration, but there are other places suggesting complex type
definitions. Which one is correct?

I think it should only be complex type definitions. Note that all examples have
sml:acyclic on complex types.
