Propose we reconcile the first sentence with consequence 3 from smlif 3.4.3,
and with the recently accepted reference proposal.
Current text: [Definition: In the context of SML-IF, an inter-document
reference is any content in a document in the interchange set whose type is
xs:anyURI or a type derived from xs:anyURI and whose context in the document
implies that the URI can (given the right permissions and connectivity) be
dereferenced using the default retrieval action for the URI's scheme.]
Proposed text: insert the following before the final period in the paragraph
, or any reference scheme instance whose definition explicitly declares it to
be an SML-IF inter-document reference
This proposal leaves in the "derived from anyURI" since bug 4777 will deal with
that.
