Decide which elements should be changed to global.
Intent is to allow re-use of parts of the SMLIF schema, like document
collections and rule bindings, outside of a <model> element. eg for a
repository. Could apply to types as well, "elements" is exemplary not
limiting.
There was some work done on a proposal for this prior to submission that we can
start with if desired.
