apply to

should it be "Schematron Rule documents" (not defined yet), "rule documents"
(matches current definitions), or "documents" (might become correct depending
upon whether or not we re-use rule bindings to link schema documents with
instance documents, i.e. depends on solution to another bugzilla entry for the
schema binding issue)
