[Protocols] Informal meeting minutes

We didn't have sufficient members to have a formal meeting, but we had a 
productive discussion where we decided to start taking notes because 
there were some good ideas expressed and pros and cons that we would 
want for future discussion.

The group has started meeting regularly again and hope to see more 
participation in a future meeting.
