Hi, Sarah: I suspect the most we can mean by “content” is determined by our current W3C Charter, especially in its “Scope” section: https://www.w3.org/WAI/GL/charter My reading of that document with respect to what we now name as WCAG 3 suggests the intent is to be broad, e.g. I note the use of the term “products,” the reference to publishing, and the reference to emerging technology. I read that is clearly broader than simply HTML. I further note we’re restricted from making normative requirements on authoring tools or user agents. For example, would web applications be considered “content”? And would integrated services, like apps in Teams, be considered author arranged service content? Are we focusing on “web” content only?
