RE: [Conformance] Third Party Draft Updated

Hi, Sarah:

I suspect the most we can mean by “content” is determined by our current W3C Charter, especially in its “Scope” section:

https://www.w3.org/WAI/GL/charter

My reading of that document with respect to what we now name as WCAG 3 suggests the intent is to be broad, e.g. I note the use of the term “products,” the reference to publishing, and the reference to emerging technology. I read that is clearly broader than simply HTML.

I further note we’re restricted from making normative requirements on authoring tools or user agents. Again, for me that reinforces the notion of a restriction to content, though across multiple delivery mechanisms, e.g. HTML, apps, etc.

The other thing that concerns me is clarifying what we mean by “content” in the proposal. For example, would web applications be considered “content”? And would integrated services, like apps in Teams, be considered author arranged service content? Are we focusing on “web” content only? We need to be very clear about the scope and boundaries of responsibility.

Best,
Sarah

Colleagues:

I believe I’ve captured the edits we agreed during our teleconference of 17 June, namely:

  *   Added to the (introductory) Problem Statement to indicate our goals in this document up top;
  *   Added Wilco’s language (and made a more definitive assertion) in the Editor’s Note at the top of the Steps to Conform section;
  * Added a phrase to the examples in the last step of User Generated to point to outcomes (rather than further enumerating types of content prompting).
Please provide additional edits and suggestions. I will monitor here over the next few days as we prepare for our presentation Tuesday.

For convenience our draft is at:
