Method documents updates from Alt Text subgroup (September 4th)

Here are the drafts of "Methods" for text alternatives.
- Alomost done, but need some discussions/answers to questions. Please see
comments in our Google docs.
- Focused on copying W3C/WAI's existing documents as the first step so that
people can check if the existing stuff were successfully migrated.
- Left comments which introduce each resource's URL (where it came from)

I won't be able to attned Friday's call due to the time difference. Please
let me know what I have to do to finalize the alt text Method documents.
I'll be able to work on Saturday in my time (Friday night in U.S. time).
