If functional outcomes are normative, they must be tested / testable (even
if the method is not documented)
So we need to test the top layer of Functional outcome.

The method might also be specific and testable but should be a subset of
the functional outcome test.

If not you'll get into trouble / not being able to test.

As an example:

1. IF you need to provide semantic structure bla bla (as a functional
outcome for Headings)...

the test should be like:

"If the technology provides the possibility to implement the proper
semantic structure, is this done according to the specifications? / is the
proper technique used?"

This can be judged in a general sense.

2. For HTML / ARIA this might become:

"is a heading element used OR is a Aria role of heading added.

3. For another technology like iOS or Android or whatever will be there in
future this might be

"Is the heading treat used for iOS OR the heading element for Android"

4. BUT before Android P they did not have a heading element SO the fall
back of option one applies...

In Short: IF functional outcomes are normative you need to make all testing
on that level possible, the methods and their testing need to be a subset
of the main level.

The Methods will never be complete but supportive
