The W3C Quality Assurance Working Group (QAWG) published several documents related to conformance. Some are related to some of the issues we are discussing in the Conformance subgroup. In 2011, W3C WAI hosted a Web Accessibility Metrics Symposium. The papers and slides from the presentations are still available on the W3C WAI site. I was particularly interested in "A Template-aware Web Accessibility metric". It was a good reminder that many people have been thinking deeply about conformance for a long time and we should look at their work. I would be interested in reading newer research as well.
