New document to capture ideas for tagging

This is a follow-up from the conversation today about information 
architecture for Silver.  Very simply, the proposal flattens the current 
structure of WCAG and uses a tagging engine to organize and display the 
Silver guidance in a more flexible manner.  Please review the

I took an action today to create a document to capture the ideas for 
tags.   Please feel free to add your ideas for tags and for categories 
of tags.
