Healthmap.org and bluedot.global is all there is out there. And the dashboards you mentioned are all deficient. The Kingdom of the Netherlands like the USA failed miserably in taking early steps based on very faulty modeling and most of all the lack of communication between important stakeholder,groups.
The prime minister of the Netherlands just hours ago admitted in an emergency live address to the Dutch people that 70% of the Dutch people will contract the virus. And the numbers for most other countries are looking very bleak, horrible actually.
Selfish governments are now frantically hoarding strategic medical technologies (including prescription drugs).

Because Western developed nations failed miserably in their modeling and use of advanced IT solutions, they are now resorting to hoarding supplies.
The cold hard truth boils down to how to "flatten the curve" any which way we can and this bils down to (1) being able to create makeshift ICU facilities with the necessary basic medical technologies and goods, (2) data and information exchange including diagnostics, eHealth, mHealth and "telemedicine" applications.

So again I make my point: semantic web technologies and AI can help us rapidly prototype a generic system for networking all relevant stakeholders and building the infrastructure for data and information exchange centered around makeshift intensive care units.

(note that the pages are not "mobile apps" but rather more useful for Health Care Professionals since they can be navigated in gloves with a stylus or a mouse without making skin contact with the display device (e.g. an iPad or tablet).  These devices are more easily sanitized with UV Light.
If Politicians or Social Media Influencers need sanitation I would go ahead and use an autoclave just to be sure ... ;-)

The main problem right now is the demand for intensive care units is rapidly outpacing available capabilities.
Standards for intensive care units are readily available and so are some emerging software technologies for monitoring and tracking outbreak parameters.
What is not yet readily available is a general scheme combining all actors and the data and information streams between them.
Semantic web technologies and AI can be used to model such schemes, and in particular make possible  rapid assessment of structural design, building construction, ICT infrastructure, medical technologies, organizational aspects and health, safety and access control, isolation and containment requirements.
