You can see the draft implementation guide in the FHIR specification. Just click on "Implementation guides" from the implementation space. The semantics of a data element, meaning of a data element and associated value domains (value sets, fixed lengths, data types, etc.) are all defined within FHIR now. And anything additional 11179 has can be defined using extensions. I'm opposed to defining anything in RDF that is outside the base FHIR structure because that means information present in RDF can't be shared in JSON or XML.
