What is the motivation for this?

Whatever, to be a little pedantic -

http://www.merriam-webster.com/dictionary/participant
=>
http://www.merriam-webster.com/dictionary/participates
2 a*:* to take part <always *participate**s* in class discussions> b*:* to
have a part or share in something

I would suggest that list subscribers, no matter how passive as
contributors, have a share (in the form of their active interest) in the
material that passes through the list.

Cheers,
Danny.
