[remote-playback] Check initial value of remote.state before starting "Initiate remote playback"

mfoltzgoogle has just created a new issue for

I think there's an assumption that remote.state must be `disconnected`
 upon starting the "Initiate remote playback" algorithm, but there's 
no explicit check for it in the steps.
