I thought the plan was to make SOSA standalone for the concepts - and declare equivalences to SSN - so we'd copy the few missing classes from SSN into SOSA, declare equivalence and leave detailed axioms for the SSN context. From the perspective of implementations, if we have the same logical models then re-using schemas is preferable - and a common subClass heritage means we dont need to document out-of-band implementation conventions and choices.
