Maps for HTML winter 2021 report

Dear SDWIG,

Unfortunately last meeting (May 27th)  we ran out of time to give an accounting of the ongoing work in the Maps for HTML community group.

So I took the opportunity to write up a synopsis [1] of the work we've been doing since our successful 2020 workshop on Maps for the Web.

To summarize :

Accessibility of maps and features [2]
Web mapping API / shared primitives [3]
The new Use Cases and Requirements (UCR) fulfillment matrix [4]
Implementing a linked Web of federated maps aka the GeoWeb [5]
Experimentation with changing projection depending on the map zoom level [6]

In the report, I discuss an issue that we've discussed here, so far without conclusion [7], specifically how coordinate reference systems need some adaptation for Web use [8].

Finally, we are looking for a Web mapping and Web standards savvy organization to help out with editing and shepherding the good work done by the community so far on the UCR and matrix.
