As requested in https://github.com/w3c/sdw/issues/1173 this is a Call for Consensus to release the temporal-aggregates extension for OWL-Time<https://w3c.github.io/sdw/time-aggregates/> as a W3C Interest Group Note and as an OGC Discussion paper.
