WebVMT Status Update

1. Progress Made

1.i. Presented WebVMT to Defence & Intelligence DWG [http://www.opengeospatial.org/projects/groups/dandidwg <http://www.opengeospatial.org/projects/groups/dandidwg>] and Emergency & Disaster Management DWG [http://www.opengeospatial.org/projects/groups/edmdwg <http://www.opengeospatial.org/projects/groups/edmdwg>] (including Law Enforcement and Public Safety DWG) at OGC Stuttgart on 10 September, which was well received. Thanks to @lvdbrink for her support.
1.ii. Registered to participate in the W3C Developer Meetup demos [https://www.w3.org/2018/10/Meetup/demos.html <https://www.w3.org/2018/10/Meetup/demos.html>] at TPAC in Lyon on 22 October.
1.iii. Presented WebVMT to the Media Timed Events Task Force [https://www.w3.org/2011/webtv/wiki/Main_Page/Media_Timed_Events_TF <https://www.w3.org/2011/webtv/wiki/Main_Page/Media_Timed_Events_TF>] telecon on 17 September, which generated useful feedback. Subsequently contributed presentation and indexing use cases [https://github.com/w3c/me-media-timed-events/issues/6#issuecomment-422342705 <https://github.com/w3c/me-media-timed-events/issues/6#issuecomment-422342705>] to their GitHub issue and invited to participate in the Media Timed Events meeting at TPAC in Lyon on 22 October. Thanks to @tidoust for his support.
1.iv. Started the first draft of data model and file format documentation for the Editor's Draft [http://w3c.github.io/sdw/proposals/geotagging/webvmt/ <http://w3c.github.io/sdw/proposals/geotagging/webvmt/>].
1.v. Integrated Ordnance Survey's Open Zoomstack trial [https://www.ordnancesurvey.co.uk/business-and-government/products/os-open-zoomstack.html <https://www.ordnancesurvey.co.uk/business-and-government/products/os-open-zoomstack.html>] data with the Javascript playback engine.

2.i. 2.ii. 2.iv. Continue community outreach and identify more activities to help progress towards the standardisation track.
