Identify suitable WebVMT ideas to raise in the [OGC Test Bed Ideas repo](https://github.com/opengeospatial/ideas-testbed/issues) and determine which [OGC members](
http://www.opengeospatial.org/ogc/members) are interested in its development.

Suggestions are welcome, including identification of:
  1. Aims: qualities of 'good candidates' for Test Bed work;
  1. Interests: activities of OGC members which could benefit from WebVMT's features.
