Please publish SSN Ontology - 2023 Edition as Working Draft

Hi Bert -

As discussed in this week's telecon, please proceed to issue the SSN Ontology - 2023 Edition as a (Public) Working Draft. The final PRs have now been merged.

I presume that the public IRI will be https://www.w3.org/TR/vocab-ssn-2023/ as mentioned in the document details.

Can you also give me the time-stamped (?) IRI for this draft.
I will provide that to OGC so that the parallel review can commence over there.
