Notice re SOSA-SSN repository updates

Note that the SOSA/SSN update work will commence under the new repository
at https://github.com/w3c/sdw-sosa-ssn/blob/gh-pages/README.md

Please note that the gh-pages branch is used as per W3C practice to build
and deploy the generated specification.

Content has been copied from the original repository.

Please note that the pull request from Alex Robin and the Connected Systems
SWG work has been applied after taking a backup of the original content.

We also cleaned up the legacy duplication and renamed the latest version in
"integrated" to "rdf" and removed the legacy content in the original "rdf"
directory.
