[webvmt] Status Update

1. Progress Made
    i. Published updated Javascript playback engine on WebVMT.org website [1] which complies with latest WebVMT documentation [2] & added WebVMT format update utility [3] to support existing users.
    ii. Participated in OGC Geo In Space workshop [4] on 25-26 July 2023.
    iii. Continued participation in[OGC Testbed-19 Geospatial In Space [5] activity to integrate geo-aligned video with HTML using WebVMT and address litter monitoring & wrong-way traffic road network use cases.

2. Next Steps
    i. Update Android app to comply with latest WebVMT documentation [2].
    ii. Continue participation in OGC Testbed-19 Geospatial In Space [5] activity to analyse road network use cases.
    iii. Continue alignment discussions with OGC GeoPose SWG [6].
    iv. Continue participation in WICG DataCue [7].
    v. Continue community outreach and identify more activities to promote progress towards the standardisation track.
