BP subgroup meeting

Hi Timo,

My regrets for the Best practice update subgroup meeting tomorrow. I cannot attend due to family circumstances.

However, I created a first PR addressing my analysis of the Gaps section of the best practice.  This one focusses on the first gap described, about the question of different serialization formats to choose from. There will be more work to follow, but I thought it would be best to keep the PR reasonably short so it can more easily be reviewed and merged. https://github.com/w3c/sdw/pull/1334

I requested your review as editor and also the review of Clemens Portele, since he is editor of the OGC API Features part 2 standard I based my changes on.
