EO-QB and QB4ST

Hi all

Having received no further comments on the EO-QB and QB4ST editor's drafts,
I propose we should treat that as consensus and go ahead with publishing
the updated versions.

Francois - is that ok with you? Anything else needed? If not, please could
you go ahead and ask the W3C web master to publish?
