Call review of BPs 14, 17 and 3

While you're in the reviewing mood (following Linda's) request, please see:

BP14 - which concerns linking spatial data ... substantial re-write &
complete except for the how to test part. You'll also notice that Appendix
B (list of good sources of URIs for spatial things) has been removed &
incorporated into BP14.

BP17 and BP3 - which concern CRS ... again, quite different from the
previous Working Draft release, but not changed in the last couple of
weeks. Now these BPs are focused on: how to express the coordinate
reference system used (BP17) and how to choose which coordinate reference
system you should use (BP3).
