ISSUE-203 solved and implementation accepted

Hi all,

just for the official record, after call May 30th, we issued  ISSUE-203,
https://www.w3.org/2015/spatial/track/issues/203
Location and forecasting are not modules at the moment, either they need
alignments or move to a seperate section.

Pull request 907 https://github.com/w3c/sdw/pull/907 proposed a solution:
move section http://w3c.github.io/sdw/ssn/#location and
http://w3c.github.io/sdw/ssn/#forecasts under a separate section
http://w3c.github.io/sdw/ssn/#common-modeling-questions

This whole section is non-normative, this pull request has been accepted by
editors prior to the call.
