OWL-Time - ISSUE-143 - need more guidance from Kerry

The issue https://www.w3.org/2015/spatial/track/issues/143  "Owl-time needs some more annotation on classes and proporties in the ontology" was triggered by a comment from Kerry in the meeting whose minutes are at https://www.w3.org/2017/01/25-sdw-minutes
Not having been present at the meeting, and seeing no notes on the tracker I need more guidance to be able to proceed.

Can you help with more concrete suggestions or explanation please Kerry?
