[BP] Progress of the Best Practice

Hi all,

In the BP subgroup call this week we discussed the progress that was made during the current sprint, when we want to do a new working draft release, and what remains to be done.

There were only a few people on the call, so here's a summary of the main points for the benefit of everyone.
1: please review BP editor's draft for next WD release (vote in next call)
2: please volunteer for work items for the next (and last major!) sprint

In the _current_ sprint we have made good progress, although not everything we planned to do actually got done yet.

Please everyone GET READY to review the BP draft. We decided to freeze the current Editor's draft on _Monday February 6_ i.e. the last changes may be made on the 5th. After that the draft will be frozen for next WD release.

The Draft will then have the following changes compared to the current WD (most but not all of this is done already):
- the BP summary was moved to the top and the BP template explanation was removed.
- BP 4 (indexable spatial data) has been expanded by Clemens
- Section 7 Coordinate Reference Systems was edited by Ed
- BP7 (use HTTP URIs) + BP14 (Links to related resources) will be edited by Jeremy based on discussion at the December 2016 face to face meeting in London
- BP17 (crowdsourcing) was removed from the BP document, an example around crowdsourcing and the importance of knowing the source of data was added to BP1 (metadata).

The following were planned as well and had a volunteer but were not completed in time. These will automatically go in the next sprint:
- Action 241: Further work on best practices 3 and 18 about Coordinate Reference Systems (possibly merging them). (Byron)
- Action 249: Further work on BP8 (geometry) (Andrea)

The _next_ sprint is actually, according to our own schedule, the last one where we do substantial additions / changes. It is the last sprint but one, and in the last sprint we only want to do editorial changes. However there is a lot still to be done. It's really important to stress at this point that we editors need the help of the working group members, because anything that doesn't get written between now and the end of March will not make it into the final document!

I asked this during the call, and I will ask again now: Take a look at the Backlog and volunteer for one or more of the items on that list! Any items that get a volunteer will move to the sprint plan for the next sprint. Anything that remains stuck on the backlog is in danger of dropping out of the BP entirely.
