The current responses are available for w3c members at https://www.w3.org/2002/09/wbs/33280/sdwig-2017/results. So far, there are 10 support the charter as is, 2 more that suggest some minor changes and 1 abstain. I don't know if there is an explicit threshold to pass but it is true that there is more and more pressure from the W3C members to start activity only when there is significant support from the membership.
