OWL-Time - ISSUE-177: Appendix B, Time Zone Resource in OWL

This set of comments all relate to Appendix B in the 2006 version of OWL-Time.
In the revision we have removed the timezone resource, as explained in the note in this section

I propose to close this issue with the note 'no longer an issue'.
