OWL-Time scrubbed for 'wide review'

Prompted by Phil in the working group telecon last night, I've scrubbed the OWL-Time document to prepare it for 'wide review'.
Primarily I've removed all the ISSUE boxes, and added some notes to the Annex where the Requirements (from the UCR) are listed, to indicate how each of these has (or in some cases, has not) been disposed.
There's also been some cleaning of the text flow up in chapter 3.

Somewhat inevitably I got a bit tangled up in GitHub branches and conflicts for a while, but I believe it is all straightened out now.

The intention is that this will be considered for approval for public release in the next group telecon, but we will proceed to solicit reviews of the github.io version ahead of this, as time is getting tight.

I have also now heard back from the uses of the DateTimeInterval class, and they indicated that they are OK with deprecating it, so I will also attempt to process that today - but right now I need to go to a meeting.

Hope this all meets expectations.
