Re: SDW Plenary Call this week

Hi I have created a pull request for getting the first draft of QB4ST doc
and ontology up to github - not sure how to push it to the web site for
viewing.

I'd like to talk through the intent - and quickly show the ideas for using
Linked Data and *BP to publish "registers of definitions" based on the
QB4ST vocabulary - didnt quite get all the entailment, APIs and entailment
processes lined up to automate it all, so hope to follow that up in a few
weeks, but the core QB4ST can be explained now, and hopefully I can get
some feedback on the nature of the document before I spend too much time
polishing something horrible :-)
