My argument in issue 309 (https://github.com/w3c/sdw/issues/309) was 
about hierarchies in general. I am not against having such hierarchy of 
activities, I am just questioning whether we need this in SOSA-core 
compared to another module. I have a nice formal argument for that and 
will write it up later. Essentially, it shows that we do not generate 
any new entailment.
