RE: Minor additions to GH Repo, over to OGC

I believe the next step on OGC side is for the (co-)chair to convene a (virtual) meeting of the Geosemantics DWG, to consider recommending release of the document as an OGC Discussion Paper.

The common process with Discussion Papers that have come up from a DWG and therefore have been vetted there, but which do *not* bind OGC to anything, is to ask if there are any objections to publication. The Technical Committee Chair (TCC) has some prerogative on how to manage this.

As you know, there has been really good progress with the UCR doc recently. Following our discussions over the last two weeks, interaction with Simon and Denise, Jeremy's work to create the snapshot etc. I have made a couple of very minor changes to two docs in the GH repo.

1. The index page at [1] now properly mentions OGC! To prove this, I added the two logos.

2. The UCR snapshot [2] now includes the OGC document number and sentence within the Status section discussed with Simon during the Boulder TC. I have not made any other changes so it's as the editor's left it.

 From my POV this is now 'over to you.' I'd be grateful if you could let me know, when you know, what the publication date is likely to be. For purely operational reasons, we only publish on Tuesdays and Thursdays and that will be the date embedded in the long URL (i.e. 
http://www.w3.org/TR/2015/WD-sdw-ucr-yyymmdd/).
