That seems reasonable to me.

See also https://www.w3.org/Bugs/Public/show_bug.cgi?id=29388#c2; we may want
to think about shared array buffers at the same time. I guess [AllowShared]
BufferSource would implicitly not copy? Or maybe we would require [AllowShared]
[UnsafeReference] BufferSource.
