Custom Elements don't change definitions when they are moved to a different
document. We investigated doing that. Feedback from web developers was that
keeping the original the Custom Element bindings when a Custom Element moved to
a different document was preferable. I'm happy to provide details, but this bug
thread probably isn't a good forum for that.
