Expressing government framework agreements?

Hi!

How would you go about modelling a framework agreement that a government
organization (a central purchasing body) offers to other government
organizations? In a way it is a type of https://schema.org/Offer but I
guess it is common enough to warrant a more specific type? Is there a
better way to model a framework agreement in schema.org?

Open Contracting has a specification at [1].
