The Acriss link Joe provided refers to “common standards for Car Rental
services and Transfers (Vehicle with Driver Service Industry) in Europe,
Middle East & Africa.”

I would discourage putting any geographic locale in the definition for an
industry-standard.  Since this is an industry-led standard, it may be
adopted in other markets in the future.  It started in Europe, and has
since expanded to the EMEA region. A short definition like this can't
reliably indicate each and every country it applies to, and doesn't apply
to. If users have any doubts, they will need to consult the body that
defines the code.

Like any property, it will be used by those who need it, and ignored by
those who don't.
